There are no compulsory standards for vegetables and fruits.
In the area of ​food quality standards are voluntary, except those
affecting food safety aspects which are defined in specific legal acts.
The voluntary standards for individual vegetable and fruits in Albania
are based on law no.9870, date 04.02.2008 “On standardization” and
the respective bylaws.
General Directorate of Standardization (DPS) is the national body
responsible for developing and publishing standards.
Actually only the producers that are producing for export are more
familiar and are respecting quality standards.
There are some producer organisations grouped by
themselves into associations of producer organisations
and into inter-branch organizations, but there is no
legislation in place for this purpose.
In ISARD is planned to be implemented support for the
setting up of producer groups, with national and/or
donor’s support schemes
Agriculture contributes 20 % of national

18.9 % from fruit trees
– Field cropping pattern is:
35 % with cereals
50 % with forage crops
8.6 % with vegetables and potatoes

The local market is considered not prepared for paying a higher
price for products complying with higher standards.
Extremely fragmented and subsistence-oriented production
base.
Post-harvested infrastructure and services are limited, although
there is an increase in their number.
Scarce willingness of farmers to cooperate: very few success
stories in cooperatives and associations.
Lack of market surveillance (not standards yet defined)
Ministry of Agriculture, Rural Development and Water
Administration is preparing a gap analysis of EU legislation and
Albanian one regarding marketing standards.
It is established a working group by order of Minister of
Agriculture;
Foreseen preparation of the Decision of Council of Ministers on
marketing standards for vegetables and fruits, (in the National
Plan for European Integration)
There is no appropriate structure but National Food Authority,
under the Ministry, might be the future structure for
implementation of marketing standards.
Support on conducting comparative analysis for the general
marketing standards and specific marketing standards per
sector and per product and the impact of its introduction in
Albania, including additional staff for controls and training needs
assessment.
Trainings and Technical Assistance on drafting the legislation of
marketing standards and produres’ organization.
Training and Technical Assistance on control procedures,
inspection of marketing standards.
