Current status of implementing the
2008 SNA in Swaziland
• Currently conducting an Economic Census
• Data collection for Phase 2 should be
complete in March 2014
• Data entry, editing and validation should be
complete by July 2014
Current status - continued
• We will be working with the IMF regional
office on benchmarking and rebasing the
National accounts.
• With the benchmarking we hope to
implement aspects of the 2008SNA.
• Currently the national accounts are based on
the 1993SNA
Main Challenges and Difficulties
Encountered
• Mainly concern the 1993SNA. For the minimum
requirement data set (MRDS) we were still on
milestone one.
• We need to improve the scope of the accounts in
compliance with the SNA concepts
• Inadequate staffing ,i.e,lack of human resources
(number and level of knowledge) capable of
implementing and developing national accounts
Type of Technical Assistance
• Consultancy – short term for capacity building
• Training – on the job and workshops
Urgent Topics which need Technical
Assistance?
• Technical issues relating to statistical
infrastructure, such as the business register
and administrative data sources.
• Estimating supply and uses tables (SUT) and
production account and generation of income
account by institutional sector.
TA continued
• Detailed supply and use tables offer the best
framework for the calculation of GDP
following the 2008 SNA recommendations
• Capacity to use developed IT tools for national
accounts statistics such as ERETES.
Conclusion - Technical Assistance
Needs
• TA to make the conceptual changes from the
1993 SNA to the 2008 SNA. (IMF)
• TA to improve the scope, detail and quality of
the national accounts and supporting
economic statistics through:
– SUT framework
– ERETES
– Quarterly NA
