• €24.5m competitive research funding secured in 2004
• PRTLI Review “ We strongly encourage the Institutes of
Technology to continue their role in PRTLI “
• Low historical investment in research in the sector has resulted
in it not being comptetitive for the major research programmes.

Next Steps R & D
•
Targeted investment is required to build on areas of research capacity in
strategic areas within each institute. The initiative could be focused around
the development of Strategic Technology Platforms. The ARE programme
will help to address this

Research infrastructural deficits fund of €50ml is required to refurbish, equip
research space
•
The linkages established between IoT and Universities under PRTLI and SFI
in the establishment of ‘centers of excellence’ in research should be
expanded. However, where this occurs there should be distribution of capital
and infrastructure investment across the partners.
Next Steps R & D
• A research staff grade should be created to foster the development in Institutes
of a research career, which could provide a core of qualified personnel around
whom competencies and specialisation could be built.
• The continued growth of the sector requires an increased participation at
postdoctoral level. A number of Post-doctoral research positions (5-7 yr
duration) should be available on a competitive basis linked to strategic initiative
research in the institutes.
• Recurrent Floor Funding for R & D needs to be provided by the Department of
Education and Science through the HEA to Institutes as part of annual budgets
to ensure an adequate level of baseline research is occurring.
Next Steps R & D
• An R & D management structure should be established in each institute
• A overhead cost of up to 30% needs to be provided in projects to address costs
associated with management of research projects and to provide the necessary
administrative support needed
• Low level of Institute representation on relevant national Boards and
Committees. The sector needs to play part in shaping policy and ensuring that
decision-makers are fully informed of the potential of the IT Sector. These
boards and committees level playing field in terms of participation of Institutes
in national funding programmes.

Postgraduate Education
• A programme under SIF (IT Sligo) is examining the
quality of postgraduate education in the sector and the
steps necessary to further develop this quality
• An expansion of the TSR programme (15 ml / yr.) and
the introduction of a PhD continuation element would
enable the sector to double the number of
postgraduates

Postgraduate Education
• Engaging in research in Humanities and Social
Sciences would create the opportunity for IOTs
to influence policy development in an era when
society is changing rapidly - the IOT sector has
been failing to get its views on policy issues
across to the policy makers and society at large.

Interaction with Enterprise
• “The Institutes of Technology are well placed to
support enterprise through technical consulting and
collaboration on close-to-market applied research
projects. However, given the structural challenges of
SME’s, the Institutes must take a proactive outreaching

Enterprise Support
Campus innovation centres currently exist at all Institutes and a further
round of development anticipated 2007
Applied Research Enhancement grants have been made to a number of
institutes and a call for additional programmes is now open
Innovation and Enterprise Development programs are on-going in most
Institutes in conjunction with local SMEs
Enterprise Platform Programmes are running in most institutes. A
proposal for a revamped programme to start from 2008 is being put together by Heads of Development
Competency Centres Programme launched by EI 2007
Workforce Development Programme pilot programme running with FAS
Next Steps Enterprise Support
• an investment of €120 million in a Technology Centres
Programme is required to build capacity in the sector.
• Technology Transfer resources in the institutes
• A next phase of Incubation Centres
• A new 5 year expanded EPP programme
• The IOTs should engage in strategic
collaboaration in order to build research
capability so as to meet the R&D needs of
MNSs and SMEs on mutually beneficial terms
and to avoid fragmentation of effort as a risk for
an individual IOT.
• HEI-industry collaboration is essential if the
Lisbon Objectives are to be realised.
