1. NEW CONTEXT
The Regional RD&I Plan 2006-2010 is a unique opportunity to generate the
suitable “contexts” in which knowledge, enterprising ideas and relations
between all agents can flow and generate “environments of cooperation”, and in
which interactions help to harmonise all of the parts of Science-TechnologyBusiness to generate growth for the whole system, positioning us as a
benchmark for innovation and economic growth.

In general terms, the System has not grown in the last decade.
Lack of historical prioritisation and financing of RD&I activities by the Regional Government.
The University is the most active agent of the Scientific-Technological System and has an
important potential engine for RD&I activities in the Region.
In many cases the link between the University’s RD&I activities and the technological needs of
Cantabria’s companies is neglected.

high number of small companies which have scarce resources for developing systematic RD&I

3. STRATEGIC APPROACH
In order to achieve a level of investment in RD&I of 2% of the GDP in
Cantabria by 2010, the Plan has defined some STRATEGIC OBJECTIVE
conceived to be of a qualitative nature and clearly focused towards

In 2003 Cantabria had a ratio of investment in RD&I of 0.47% of the
GDP and the challenge posed by the Regional Plan is very ambitious. In
order to meet the challenge, in addition to increasing the level of RD&I
in the existing business network, it is essential to make a radical
commitment to creating new companies with high added value.
For this transformation of the business network, not only economic
parameters must be considered, it is also crucial to strengthen
relationships between the scientific-technological world and the
business world. We must act on the determining factors of this
relationship in order to further improve the Regional RD&I System to
continually increase the performance of its activities.

TO COORDINATE THE REGIONAL RD&I SYSTEM SO THAT IT OPERATES AS A NETWORK
WHICH FACILITATES THE INTEGRATION AND PARTICIPATION OF ALL OF ITS MEMBERS.
In order for the RD&I System to be effective the ability to obtain knowledge must be combined with the mechanisms needed to
distribute the system and the ability of the recipients of the knowledge to incorporate and use it appropriately.
The current Regional RD&I System must evolve towards a more flexible and agile model with greater levels of cooperation to
generate synergies and strengthen common abilities, stronger links between the various agents and a clear strategy for diffusion
and transmission of knowledge.
TO EQUIP CANTABRIA’S SCIENCE AND TECHNOLOGY - BUSINESS SYSTEM WITH THE
NECESSARY ORGANISATIONS WHICH ENSURE THE TRANSMISSION OF KNOWLEDGE
The transmission of knowledge must not only be from the agents to the companies, the famous technology push channel, but the
companies must also communicate their technological needs: demand pull. This feedback allows the integration of the generated
scientific knowledge with business technology and therefore accelerates its impact on society in Cantabria.
In this area, the Science and Technology Park will be an important catalysing factor for the innovative process in the region
because it will undoubtedly promote active collaboration between scientific-technological agents and businesses.
TO DEVELOP THE ABILITY TO INNOVATE OF ALL OF CANTABRIA’S AGENTS: SOCIAL,
ECONOMIC AND INSTITUTIONAL.
The ability to innovate does not only depend on knowledge, it also requires a social and cultural environment which recognises
the intrinsic importance of innovation and its critical importance for the development of the economy of a region.
The Regional Government believes that it is essential that society, and particularly businesses, is made aware of the strategic
importance of RD&I to create a more competitive Cantabria. Another priority is to develop a map of the scientific-technological
capabilities of Cantabria which informs businesses and society in general of the fields of knowledge which are researched locally.

avoid face up to the challenges that
may appear in the medium and long
term and avoid falling into a short-term

The Regional Research, Development and Innovation Plan’s ultimate objective is to position Cantabria in the society of
knowledge at a level of convergence with the richest regions of Europe.
In order to do this is it is essential to optimise the economic and human resources available with the aim of obtaining
the best possible performance in terms of generation of employment and wealth, of well-being for the Cantabrian
society.

To achieve this, without neglecting the principle of freedom of research declared in the previous section, it is necessary
to channel part of the Plan’s resources for a number of actions and instruments which, within the framework of the
science, technology and future areas for Cantabria, all the existing competitive advantages of the region to be tapped,
whether they be scientific or business-related, and begin the development of emerging sectors with great future
potential.

8. MANAGEMENT AND MONITORING
The first Cantabria Regional RD&I Plan has the challenge of integrating the various Research, Technological Development and
Innovation activities carried out in the region. The strategic approach and its structure demand the introduction of a new
management system which guarantees its coordinated and complete management, needed to reach the ambitious objectives
which have been proposed.
In this context the Cantabria Regional RD&I Society has been created. This entity will combine the attempt
to reach maximum cooperation between all of the organisations and sectoral authorities involved in the promotion of RD&I
with the maintenance of the necessary decentralisation in the fixing of criteria and objectives to be fulfilled for each of the
expected activities.
The object of this Entity will be to stimulate, encourage and promote the activities aimed at scientific research,
technological development and innovation in all of the economic and social aspects of Cantabrian society. This entity
will be responsible for driving and executing the Regional RD&I Plan, acting as Technical Secretariat for the Plan. This
role consists of the following aspects:
-Technical and Administrative Assistance needed for the introduction and execution of the various Schemes
and defined Actions. This includes the drafting of the schemes and actions, the publication and distribution of
announcements, receipt and evaluation of proposals and the distribution of allocated of funds.
- To monitor and evaluate the Plan.
- To streamline the participation of the agents of the Regional RD&I System in the Plan’s Schemes and
Actions.
- To inform Cantabrian society of the activities carried out and the results achieved.
