Priorities & Mandate on Green
Economy and SCP
At Rio+20, Central Asia five countries welcomed
the transition towards Green Economy
Green Economy is ICSD’s programmatic focus.
Next steps are to identify regional priorities for
Central Asia transition to a green economy
Central Asian national strategies highlights the
needs to address: resource and energy
efficiency, agriculture, waste management &
emphasizes the importance to improve regulatory
and financial policies.
Approaches
•
•
•
•
•
•
•
Inter-governmental and multi-stakeholder dialogues
Inter-ministerial coordination at national level
Assessment (on GE, resource use hotspots, SCP)
Policy Frameworks & Instruments
Human capital and skills development support
Knowledge sharing
Indicators to measure progress
Macro economic approach
Assessment & quantitative modeling
-Identify key opportunities
-Demonstrate socio-economic & environmental benefits
(job creation, GHG reduction, resource efficiency)
-Demonstrate required investment and returns
-Policy assessment: identify gaps for enabling policies
Example --- Serbia's modelling assessment
provides elements for a green economy roadmap
With the right green investments, Serbia could generate
new jobs and significant savings by adopting a green
economy approach compared to business-as-usual. A
report provides an overview of the country's economic
sectors, and focuses on energy and agriculture.
Strategic policy frameworks

resulting from increase in productivity in manufacturing or
services sector. (A study by University of Essex)
•Policies and institutional mechanisms to promote and regulate
organic production and marketing:
•Enhance the capacity of farms and other stakeholdoers along
the supply chain: re-profilling, sustainable farm management
practices

sustainable/organic agriculture methods
Partners: Ministry of Agriculture, Environment, Farmers
