Purpose of Presentation
Based on the report:
• Recognize the fact that a lot of innovative interventions are taking
place at city level although not enough to change mind set and create a
paradigm shift.
• Suggest & inject new ways of tackling the cross-cutting issue of
HIV/Aids at city level as opposed to (only within the) municipality.
• Propose a workable plan of action that will be driven (centrally) by the
SACN and (locally) by HIV/Aids domain specialist in conjunction
with city indispensable partners (CSO’s, business & international
community)

The Operational Context
Global, African & Southern Africa
•
By 2015, there will be 23 mega cities with populations in excess of 10
million. Of these, 19 will be in developing countries.
•
By 2020, Africa will have 11 cities having more than 5 million inhabitants
and more than 3000 cities with populations in excess of 20 000 (an
increase of almost 300% from 1990)
•
Africa ’ s urban population only constitutes 7% of the world urban
population. Today, urban areas account for 34% of the total population
•
Sub-Saharan Africa’s urban population will approach 440 million, or 46%
of its projected total of 952 million by 2020.
•
The average rate of urbanization in Africa is the highest in the world at
3.97% p.a.

SA cities and the national economy
 In SA, 20% of towns and cities produce 82% of GDP
 80% of the economy’s manufacturing is concentrated in six
metropolitan regions
 During the 1990s, 58% of all new economic growth took place in
just 4% of the country’s area
 In the channel between Johannesburg and Tshwane which
makes up just 0,2% of the country’s area, 24% of GGP growth in
the 1990s took place
 There is a direct correlation coefficient between the level of
urbanisation and GDP per capita, although lower in SA than in
comparable developing economies
 Urban development is a national economic policy issue

Issues Emanating From The Report
• Individualized, but uncoordinated, efforts are making a remarkable
difference in the fight against HIV/Aids – unfortunately this is a
municipality perspective
• IDP is not necessarily driving city wide response to HIV/Aids esp.
because of its nature (unintended consequence) & therefore no
mainstreaming
• Levels of urbanization is a major factor that drives the spread of
HIV/Aids and related issues
• Shape and form of governing is changing, influenced to a large extent
by relations with CSO and business

• Develop a concrete business plan (1st draft B4 14th November & final
draft by end November)
• Present findings of the report, proposed POA & business plan to city
managers at the SACN Board meeting on 18 November 2003, Cape
Town
January-March 2004
• Resource mobilization and commence on city focused technical
support, generation of city specific projects/activities and general
implementation of POA
June/July 2004
• Comprehensive lesson sharing event involving an HIV/Aids Academy,
and Peer Review of a Chosen City
