LINKING MUNICIPAL PLANNI NG FRAMEWORK WITH NDP FOR YOUTH
INCLUSION
Identifying possible overlapping and contradictory
approaches between adopted municipal IDP and
NDP

Planning should be a process that mobilise communities who are
found in local government. The communities comprise of the youth
who are mostly unemployed. This also includes common financial
years within various spheres.

This should be a starting point in terms of the NDP that also stresses
mobilisation of communities;

Where there is a disjuncture between various plans the NYD should
play an effective role;

There is a need for effective mobilisation of IGR because without an
effective IGR system the coordination will not be realised;

The planned activities within the IDP should also be aligned with the
youth development programmes. This requires coordination within
districts and sector departments;

Youth wish to be partners in their development and also in
agreement that there is a need for a strong voice in local,
provincial and national spheres;

All these things within the NDP should be done within the education
framework;

There is a need to package research and development of the local
economic potential with a view to benefit the local business youth;

The issue is not necessarily who must do what but how planning is
shared with all stakeholders concerned to create synergy within
planning processes.

Fiscal dumping by provincial and national departments are sources
of unfunded mandates to local municipalities.

Resolution:

Mayors and local municipalities should reach a point where they
would be able to say if it is not in the IDP it cannot be done hear to
avoid unplanned projects.

This will also ensure that funding follows planning not the other way.


The NYDA and SAYC are expected to find expression within various
programmes within the district and local municipalities, that would
cover sports and recreation, industrialisation, health, skills development;

Need for youth structures to start from local upwards so as to
accommodate the bottom up processes and clear expression of
interest of structures at ground level;

Municipalities to provide operating office space for local youth
structures;

This will create a platform for effective participation of youth at local
level;

The Department Small Business Development is prepared to establish
and align its programmes to enable effective participation of youth
structures at local level;

Structures such as Ward War Room, Municipal IGR, District Mayors’ Forum,
MUNiMEC and MINMEC at all level can be vehicles to promote integrated
planning
for
various
spheres
of
government;
Representative from various youth formations indicated that youth structures
should
be
active
within
all
spheres
of
government.
Municipalities to develop programmes to popularise IDP processes that will
target
the
youth
programmes;
The Commission also recommends that procurement strategies especially
within mining areas that might also empower local people should be
considered. Social labour plans and IDPs do not seems to talk to each other
especially around mining areas. The observation is that where youth structures
are none existent the planning activities will reflect on that.

Failure to implement plans is an indication of capacity constraints;
Skills
development
as
a
strategy
for
youth
development;
Finding opportunities for youth participation through structures such as local
clubs,
associations,
professional
groups
etc;
Resource constraints should be addressed especially at local government
level;
Community development workers are an important resource that can also be
utilised
at
local
level
for
youth
development;
Need for radical economic transformation so as to enable youth participation
in
local
economy;
In the absence of inclusive planning what is normally called corporate social
investment
will
be
misguided;
There is a need to help youth to understand policy issues that have implication
on their interests.

There is a need to depoliticise youth structures to ensure more inclusive
youth
participation;
The need to assess the impact of corrupt practices that in some cases
cause
the
youth
to
loose
focus;
Despite a lot of challenges in getting youth participation there are
however some youth who are willing and prepared to take part in
local
government
IDP
processes;
The NYDA and SAYC should accommodate all youth formations in
order for them to participate in various youth development
programmes.
Some of the factors that seems to marginalise youth are hostilities to
elected Councillors who might not have been the preferred
candidates in certain structures – these issues are seen to be a
reflection of our various communities and structures that are marked
by competitive attitudes.
RESPONSE
TO
THREE
QUESTIONS
Youth priorities can be escalated through aligned IDPs and NDP
frameworks where youth structures are existing and active.
Youth structures that are coordinated and focusing on local economic
potential will serve as a channel for youth participation in local economy.
Youth challenges be escalated to multi-national bodies (BRICS) for value
chain
addition,
skills
transfer
and
job
creation.
Monitoring and evaluation are essential to ensure that all youth structures
receiving funding also account on the support provided to them.
Through quarterly reporting forums etc.
