What got us here: The Referendum
• 2013 BC Election
• Transportation Referendum as a platform promise
• Put to the Mayors:
1. Come up with a vision and priorities
2. Propose how to fund the municipal “share” of that
• Precedence of “1/3 - 1/3 - 1/3” cost sharing
• Revenue source : 0.5% addition to PST
3. Propose the wording for a ballot
• Two key votes
• December 11, 2014: Mayors Council Approval
• December 17, 2014: Cabinet Approval
What got us here: The Coalition
• An unprecedented & diverse collection of organizations
with a common enemy: congestion
• 7 Founding members in late December
• Now 130+ organizations, 250,000+ contacts
• 4 coalition co-chairs appointed
• Business, Labour, Environment, Students
• The Coalition campaign:
• In support of, but independent from the Mayors Council
campaign.
• The mission: “Inform & persuade”
• Conduct the “ground-war”, primarily using the extensive
network of Coalition
Our motivation: Congestion
• Metro Vancouver: one of the most congested
regions in North America
• $1 billion/year in unnecessary travel costs today.
• …will soar to $2.8 billion by 2045 without major transit
upgrades
• Lower productivity, lower access to labour and
markets
• Measurable inefficiency and unreliability in our
ability to move goods each day
• Impacts small and large businesses alike
• Regional, provincial, & national impact
