Belgrade, the capital of the Republic of Serbia, occupies the
central position in Southeastern Europe. Located at the
confluence of the Sava and Danube rivers, Belgrade is often
called, “the gate of the East, the door to the West“, due to its
unique position.
Belgrade is an ancient city with rich,
7000-year long history.
Singidunum, the name of the fortified
settlement, was first mentioned in 279
B.C. Throughout centuries, Belgrade was
exposed to numerous attacks and
devastations, due to its attractive
geographic position. It was finally
liberated on April 18, 1867 and Prince
Mihailo Obrenović moved the capital from
Kragujevac to Belgrade.
The territory of Belgrade covers the area of 322,268 ha (3.7% territory of
Serbia). It is administratively divided into 17 municipalities.
Belgrade is surrounded by two different natural unities: the Pannonian Basin
(Panonska nizija) on the north, and Šumadija on the South. The average
height above see-level is 117 m, and there are two mountains near
Belgrade: Kosmaj (628 m) and Avala (511 m). The length of river banks in
Belgrade is 200 km and there are 16 river islets (Ada Ciganlija and Veliko
ratno ostrvo are the biggest).
Today, Belgrade is a modern
city. Due to the macroeconomic
stability, market size, human
resources, information
technology, telecommunication
and, especially, its geographic
position and well-developed
investment infrastructure,
Belgrade became one of the
most attractive locations for
doing business in the region. In
the competition for the
European cities and regions of
the future organized by the
“Financial Times”, in March
2006 Belgrade was awarded the
title.

The Project is the result of Chamber’s activities
directed towards the process of European
integrations. The aim of this project is the education
of business entities on EU standards and directives.
Publication presents the outline of basic legislation,
sorted by economic sectors.

The Project is financed by EU, through the European Agency for
Reconstruction.
BIC is designed as a one-stop-shop to provide business consulting and
information service to all companies, entrepreneurs and would-be
entrepreneurs in Serbia.
The services, provided by professionals - employees of the Belgrade
Chamber of Commerce, are available to all business entities and
entrepreneurs registered on the territory of Belgrade.
Beside these services BIC is also active in promotion and application of
innovation, so it represents the right place for all the individuals,

Belgrade has the remarkable conveniences for
tourism and hospitality development, especially its
natural conditions, geographical and strategic
position, developed infrastructures and rich
cultural and historical heritage.
Belgrade is the city of museums and famous
ambient units (Knez Mihailova Street and Terazije,
the Republic Square, Skadarlija, the Zemun
fortress, Ada Ciganlija and many others), the city
of culture, with over 20 stages and as many
concert halls, as well as the city of sports. It is
certainly a city predetermined for the
development of tourist and hospitality industry.
The association coordinates and represents the interests of companies in the field of hotel and catering
industry and travel related business.

The Union of General Entrepreneurial
Associations, or shortly, the Union of
Entrepreneurs, is an organisational form with a
long tradition in the Belgrade Chamber of
Commerce. The Union presently comprise 19
general associations from Belgrade and it shows
the continual tendency of growth.
There are over 55,000 entrepreneurs – owners of trade, hospitality, craft
and other shops, bureaus and agencies, who operate independently on
the territory of Belgrade.
In the total number of entrepreneurs in Serbia
(around 209,000 registered entrepreneurs), the
Share of Belgrade is more than 24% and it
shows predominance of crafts and services.
Center's activities
 promotes the idea of association of
entrepreneurs and works on the
increase in membership of general
associations and improvement of
their operations;
 promotes the private sector
interests through the improvement of
operating and business conditions;
 articulates entrepreneurs' demands
and initiates the regulation of the
legal framework for their operations;
 performs all activities contributing to
a better business environment and
encourages education and exchange
of information.
A part of the Union's activities is carried out
through the Board comprising representatives
of all general associations registered with the
Belgrade Chamber of Commerce.
The Union of General Entrepreneurial
Associations cooperates closely with the
Belgrade City Assembly, local authorities,
ministries in charge of the legal and economic
matters, the National Employment Agency,
employer's organisations as well as with other
government agencies and non-government
organisations which can assist in the creation of
a better business environment.
Moreover, the Union delegates its
representatives to the Serbian Chamber of
Commerce.

Nurturing good business relations is one of the main tasks of
courts of honor in chambers of commerce.
Courts of honor is established at all levels of chamber system, and in Belgrade Chamber of
Commerce it is active since 1913. Court of Honor has 56 members, chosen by the Assembly of the
Chamber for the period of four years.
Court of honor contributes to:
strengthening awareness and fairness in business practices,
education in raising business ethics awareness,
protection of members, consumers and citizens from unconscious business subjects,
overcoming of shortcomings in legislation,
Contributes to creation of adequate business environment and successful business activities.
Court of honor contributes to relief of regular and special courts and faster solution of disputes.
 Violation of good business practice and business ethics arising from
business relations and in foreign trade,
 Actions violating the market stability or related to monopolistic
behaviour on the market,
Actions that cause harm to the society, other members of the Chamber
and citizens, evades the provisions of the laws and regulations, or
damages the image of the country on the international level.
Unloyal competition, speculations and actions harmful for
Consumers and other parties in the legal actions,
Violation of provisions of the Chamber’s Bylaws, Code of
Business Ethics, other general acts, binding decisions and
conclusions of the Chamber.

The Cooperative Union organises and
presently coordinates 49 agricultural
cooperatives, 36 crafts cooperatives
and 44 cooperatives in other
industries. Agricultural production in
villages and in the private sector is
organised through 58 000 farming
households, 51 000 of which , apart
from the crop farming, engage in
livestock breeding. Beside supplying
completely 38 city's green markets
with fresh fruits and vegetables,
individual farms have a significant
share (about 60%) in supply of the
food processing industry on the
territory of the capital.
In 167 villages located in
thirteen of the Belgrade
municipalities, 80% of the
total of 185 000 ha of
arable land, is owned by
farmers.
Activities of the Union of Cooperatives :
 Initiating and assisting in establishment and registration of specialised or general cooperatives
Participation in preparing the production plan for the basic crops on the Belgrade territory in
agricultural cooperatives and agricultural enterprises
Compiling inventories of agricultural products and linking the cooperatives with the food processing
industry
Assisting the cooperatives in the preparation of investment projects and business plans
Constant lobbying for drafting and improvement of the agricultural policy, especially in the area of
price parities, tax policy, etc.
Professional training and education of farmers and agricultural experts employed in cooperatives
Belgrade, the capital of Serbia and center of the Southeastern Europe, has
significant potential in all segments attributed to a modern city, making it an
attractive place for living and working. With around 1.8 million inhabitants (21 % of
country’s population) and over 600,000 workers, Belgrade represents not only the
center of government administration, but also the center of tourism, trade, industry,
transportation, finance, culture, science, and education.
The territory of Belgrade is administratively divided in 17 municipalities: 10
central(Čukarica, Voždovac, Vračar, Novi Beograd, Palilula, Rakovica, Savski
venac, Stari grad, Zemun, Zvezdara) and 7 suburban (Barajevo, Grocka,
Lazarevac, Obrenovac, Mladenovac, Sopot, and Surčin).
The economic potential of Belgrade primarily consists of 36,537 registered
companies (38.3 % of Serbia’s total) and 40,688 entrepreneurs (19.7 % of Serbia’s
total).
The structure of economy, from the aspect of important economic indicators (total
revenue, profit), shows the dominant share of industry, trade, financial and other
services, transportation, telecommunications, and construction sectors. With over
30% share in GDP and employment, Belgrade has the crucial effect on economy of
the whole Serbia. It is an advantage, but also a great responsibility, to reflect its own
changes in economy and living standards on the whole country.
