Problem Statement
• Existing rules require certain resources to perform reactive
capability tests for:
– Reliability under Market Rule 1, and/or
– Compensation purposes under Schedule 2 of the ISO OATT
•
Current reactive capability auditing rules do not provide guidance
for all necessary resource or system conditions that need to be met
during the audit.
• Asynchronous and non-generator resources have been installed
that affect system limits. Reactive capability auditing rules need to
be established for these types of resources.
• Asynchronous and non-generator resource participants have
requested that the ISO update the rules to enable participation in
the Schedule 2 Capacity Cost Compensation Program (CCCP) by
these new technology types.

Purpose of Today’s Presentation
• The ISO provided an overview of the need for the changes
and the proposed changes under consideration at the
Transmission Committee and Reliability Committee in October
2015 and November 2015 (respectively).
• The proposed reactive capability-related changes will be
reflected in the following ISO New England Governing
Documents:
– Schedule 2 of the ISO OATT (Schedule 2) (Transmission Committee)
– Schedule 2 Business Procedure (Schedule 2 BP) (Transmission
Committee)
– Operating Procedures No. 23 (OP-23) (Reliability Committee)

Overview of Schedule 2 and Schedule 2
Business Procedure (BP) Changes
• Move reactive capability auditing rules from Schedule 2 BP
into OP 23
• Revise Schedule 2 BP to update reactive capability
requirements for conventional generators that are currently
participating in the Schedule 2 CCCP
• Add rules in Schedule 2 and Schedule 2 BP to enable
participation in the Schedule 2 CCCP for asynchronous
generators (e.g., wind, solar) and non-generator resources
(e.g., synchronous condensers and FACTs devices)
• Make conforming and clean-up type changes throughout the
documents (e.g., remove outdated language)

General Changes
•
Change language from “NX-12D form” to “reactive capability data”
•
Change language from “Testing” to “Auditing”
•
Update Automatic Voltage Regulator equipment (AVR) language to include all
equipment that may affect reactive output (DCS, Wind Plant Controller, etc.)
•
Add language that specifies that auditing performed prior to entering the CCCP will be
used as initial compensation
•
Changes to when compensation will be modified without verified test data
•

If new reactive capability curve indicates lower capability, compensation will be affected immediately
If new reactive capability curve indicates higher capability, compensation modification requires a test
prior to updating compensation
Revise provision such that the most recent performed test is the basis for compensation

Currently utilizes the highest test in a testing period
•
Historical data submittal changed from 365 day to 30 day submittal period
•
Revise waiver provisions to require at least one actual attempted test that was limited
by system conditions prior to waiver consideration

Current waiver provisions only require that two tests be requested, not that physical testing occurs

Conventional Generator Audit Changes
• Allowing for temperature adjustment for resources that can’t
meet +/-5% of SCC during testing because of temperature
• Adjustment performed similar to current Run of River Hydro
provision

Asynchronous Generators
• Compensation will be at zero real power output for both
lagging and leading reactive power
• Will only be compensated for the dynamic capability (static or
switched shunt devices will be excluded)
• Compensated at the Point of Interconnection

Non-Generators
• Synchronous Condensers or FACTS devices may be
compensated
• Cannot be receiving cost recovery under PTF cost recovery
mechanism
• Compensated at the point of interconnection
• Will only be compensated for the dynamic capability (static or
switched shunt devices will be excluded)
