– Needed data not present or in wrong form
• Functional Interop
– Functions across IEDs cannot be integrated
– Non-configurability is a key problem
• Engineering Interop
– Immature tools to integrate multiple vendors
– Not all of SCL features currently used

Which groups need to be involved?
• IEC specifically let many items optional
• Users see devices with non-overlapping
feature sets
• UCA cannot write standards
• Others write Implementation Agreements
• Must involve TISSUEs process

How will this be perceived by IEC?
• IEC maintains control of 61850
• Specification of a single feature subset will
effectively invalidate parts of 61850
• Specification of too many subsets may not
benefit users
