CMWG (CSCs for 04)
Note: WMS has not met since the last meeting
of the CMWG (straw votes only)
Secondary CSC
A significant line that crosses a zonal
boundary where there is not a CSC
Can be used by Operations for CM
Does have TCRs & PCRs
Congestion cost is direct assigned
Does not impact zonal determination
Secondary CSC Concerns
Concern was expressed regarding
operations use of this tool in a manner not
predictable by market participants.
The use of Secondary CSCs requires a
change in the Protocols.
North to Houston CSC
The majority thinks operations needs a CSC
from North to Houston in 04
There is division on whether that should be
a primary or a secondary CSC
Final Straw vote was:
5 no North to Houston CSC
9 add a Primary CSC North to Houston
2 add a Secondary CSC North to Houston
Final determination of 04 CSC
is queued up for August
