Secondary CSC
 A significant line that crosses a zonal
boundary where there is not a CSC
 Can be used by Operations for CM
 Does have TCRs & PCRs
 Congestion cost is direct assigned
 Does not impact zonal determination
Secondary CSC Concerns
 Concern was expressed regarding
operations use of this tool in a manner not
predictable by market participants.
 The use of Secondary CSCs requires a
change in the Protocols.
North to Houston CSC
 The majority thinks operations needs a CSC
from North to Houston in 04
 There is division on whether that should be
a primary or a secondary CSC
 Final Straw vote was:



5 no North to Houston CSC
9 add a Primary CSC North to Houston
2 add a Secondary CSC North to Houston
Final determination of 04 CSC
is queued up for August

Boundary Exceptions)

Criteria for granting exemptions to mathematically determined
zonal boundaries:
•Not commercially significant
•For reason to keep a system intact rather than commercial gain
•Electrically near a zonal boundary
•Not opted in
•Not too big
•Not automatic

The TAC endorse the following criteria for granting exemptions
to mathematically determined zonal boundaries:
