PLC in Finland
• market entry with PLC networks does not require any
kind of authorisation; only a notification of the operation
of public telecommunications to FICORA
• at present 4 energy companies, Turku, Pori, Vantaa and
Kuopio operate PLC
• the energy companies provide on a commercial basis
broadband internet access to their energy customers
• the services are offered on dense city areas, where each
transformer station has a certain minimum subscriber
potential
• underground power cables are used
• In July there were some 500 broadband subscribers

• PLC is distributed from the transformer via the low
voltage network to the house
• an adapter for the wall socket is required from
which a cable is attached to the computer’s USB port
• the data is encrypted with RC4 encoding
• internet access at 256/128 kb/s costs 39,50 euro
• internet access at 1 Mb/256 kb/s costs 49 euro
• the provision of a server is prohibited

• FICORA has requested that electromagnetic
radiation from PLC networks should be in
compatibility with the German national limit
(NB30) until common European limits will be
adopted
• FICORA has measured radiated emissions from
PLC networks. Results showed that with a PLC
system, that used DSSS (Direct Sequence Spread
Spectrum), interference level was very high
• 3 meters outside from transformer cabinet, maximum field
strength was 55 dBuV/m and in-house it was nearly 80 dBuV/m

• The present commercial PLC networks are running with
another technology that uses Gaussian Minimum Shift
Keying
• According to FICORA measurements, this system can
operate in certain conditions in compatibility with NB30,
but it also exceeds NB30 if maximum data power is used
• FICORA has so far received two complaints on inter-
ference of PLC with other services:
• interference with short wave radio, radio amateur in Turku
• Interference with a cable-TV operator, which also provides
broadband access; the return path (data from the subscriber to the
operator) is interfered by the PLC signals
the cable TV operator has requested FICORA to solve the
interference
